1st option: You employ a Russian citizen as your general director. The issue of a working permit can be avoided this way. On the other hand, trust can be a big issue. 2nd option: A trustworthy employee from the parent company gets employed as the general director of the new company. Because in most cases this employee will not have the Russian citizenship, this employee needs a working permit to be able to be in charge as the general director.

FAQs about interim management in Russia

Does the managing director have to live in Russia?

Generally, the CEO of the company is not obliged to live in Russia on a permanent basis. However, due to the business purposes, as well as for day to day activities, it is to decide and to find a solution in every case.

Does the managing director needs to have a working permit?

All foreign citizens can be employed only with a valid work permit. The penalty for employing a person without a valid work permit could be up to 1 Million rubles for the company.

How long does it take to get the working permission?

In general, applying for a standard work permit takes ca. 4,5 Months in advance. The so called “high qualified specialist” status can be applied in 1 Month.

Can I work as a general director holding a business visa only?

Unfortunately, it would be a violation of the current law that may cause penalties for the company and for the foreign person as well.

Can a management company take over the function of the general director?

It is possible to take over the CEO function to a managing company, but not from the set up. Otherwise, for company establishment you still need a person for the CEO position.

Do I need to nominate a managing director before the company is opened?

It is necessary to appoint a General director (CEO) before applying for the state registration.

Is it possible to nominate a managing director who is living outside of Russia?

It is important that your candidate has a Russian citizenship and a registration in Russia.

Can I be the Managing Director of the Company? Can a foreigner be the Managing Director of the Russian Company?
  • As a precondition for the registration in the Russian Commercial Register, the Russian law requires a general director to be nominated in advance.
  • This is where it can get tricky: If you intend to nominate a general director without a Russian citizenship, he will need a valid Russian work permit. However, the work permit can only be applied for, once the company has been founded.
  • In order to resolve this issue, you can temporarily appoint our lawyer as the Interim Manager for your OOO. Our lawyer with Russian citizenship thereby temporarily takes over the function of the General Director until the working permit has been obtained.
